Outright foolishness out of the IAEA

Why are their historical natural background values higher than current readings at these locations?  During a nuclear crisis no less?

  1. Quite right! Looking around the country, including in my local area about 120km southwest of the Fukushima disaster site, the 'normal' background reading is about 38-40 nano Sievers/hr (0.038 microSv/he).
