Outright foolishness out of the IAEA

Why are their historical natural background values higher than current readings at these locations?  During a nuclear crisis no less?

    Quite right! Looking around the country, including in my local area about 120km southwest of the Fukushima disaster site, the 'normal' background reading is about 38-40 nano Sievers/hr (0.038 microSv/he).
